UAE: RTA discovers four major malpractices in Dubai school bus violations
The Dubai Roads and Transport Authority (RTA) conducted 6,323 inspection visits on school buses in the emirate during the second half of last year as part of its ongoing efforts to monitor and regulate school transportation.
These inspections are a key element of the RTA's policy, involving intensive campaigns at the start of each academic semester to ensure compliance with regulations. Violations were issued to individuals and entities found not adhering to the stipulated legislation.
Among the notable violations identified during these inspections, driving school buses by unauthorised drivers stood out prominently. Some bus drivers lacked the necessary permits to practice their profession. Additionally, infractions included deviations from the technical specifications set by the RTA, particularly concerning seat configurations and the overall design of school buses. Violations also encompassed not adhering to safety standards and operating buses in school transportation activities without proper permits.
The RTA has established primary safety standards for school buses, including the requirement for a fire extinguisher on buses with fewer than 50 seats and two extinguishers for those with more than 50 seats. School buses must not exceed 15 years from their manufacturing date, feature emergency exits with indicators, and have smooth edges inside the bus. Furthermore, buses should be equipped with tracking systems, cameras, and an electronic fire extinguishing system within the engine compartment.
For institutions and companies involved in school transportation, the RTA has set specific conditions and controls. These include the necessity for the school transportation activity to be present in the commercial licence, adherence to approved bus specifications, and the requirement for bus drivers and supervisors to possess the appropriate professional licenses. Additionally, there is an emphasis on having a female supervisor on buses transporting male students up to the fifth grade and female students up to high school.
The RTA's oversight of school buses involves rigorous inspection campaigns at educational facilities, with violations leading to the issuance of reports to the Planning and Business Development Department. These reports guide the implementation of necessary measures in line with periodic inspection plans, ensuring ongoing compliance with legislation and regulations.
