Dubai is set to implement a new legislative framework aimed at regulating engineering consultancy offices within the emirate. This initiative comes under Law No. (14) of 2025, enacted by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of Dubai.

The law’s objectives include elevating the standards of Dubai’s engineering consultancy sector to align with international benchmarks. It is designed to enhance the sector's attractiveness to global expertise and investment, reinforcing Dubai's position as a leading hub for these services worldwide.

Framework for Quality and Transparency

This legislation mandates that individuals or offices cannot engage in engineering consultancy activities without obtaining appropriate authorization. The scope includes various fields such as architectural, civil, electrical, mechanical, mining, chemical, coastal, and geological engineering.

Companies and professionals are prohibited from presenting themselves as licensed entities without valid registration and licensing through Dubai Municipality. These documents must clearly define their operational scope and technical capabilities.

Digital Licensing System

An electronic system will be established by Dubai Municipality in collaboration with relevant authorities. This system will integrate into the Invest in Dubai platform and manage registration processes efficiently while promoting transparency through digital certification.

Committee for Sector Regulation

The law also calls for creating a permanent Committee for the Regulation and Development of Engineering Consultancy Activities in Dubai. Appointed by the Chairman of The Executive Council, this committee will guide sector governance alongside stakeholders from various authorities.

Eligibility Criteria and Enforcement Measures

The legislation classifies eligible entities into categories including local companies established in Dubai, UAE office branches with three years' experience or more, foreign office branches with ten years' experience or more, and joint ventures meeting similar criteria.

Punitive measures for non-compliance range up to AED 100,000 ($27,230), escalating for repeat violations. Additional sanctions might involve suspension periods extending up to one year or license cancellation depending on severity.
